When the windows Hello has issues (their pin or face stop working and it's having a hard time allowing them to change the PIN) you likely need to clear out the NCG folder.

  1. From the backstage, go to C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC
  2. delete any folder that starts with a curly bracket {
  3. I had issues deleting it with the del command in cmd so I opened Notepad (still in the backstage) and went to the folder and highlighted the folders and hit delete.
